Changes to Essential Fire Safety Measures (EFSM) Service Routine – Effective 13 February 2025

Commencing on 13 February 2025, changes to the Environmental Planning and Assessment (Building Certification and Fire Safety Regulation) 2021 will come into force.

These changes will impact how Building Owners and Owners Corporations must service their Essential Fire Safety Measures (EFSMs). Going forward, EFSMs must be serviced according to one of the following:

  1. Performance Solution Requirements: If a performance solution has been approved for the building and specifies a level of maintenance.
  2. Australian Standard AS 1851-2012: If no performance solution is in place.

One key aspect of AS 1851-2012 is the requirement for baseline data.

What is Baseline Data?

Baseline data refers to the information collected from the approved design and commissioning of the fire safety system. It serves as the foundation for comparing inspection, testing, and survey results against the system’s approved design.

What Does AS 1851-2012 Say About Baseline Data?

Clause 1.8 of AS 1851-2012 specifies that baseline data is limited to that:

  1. Necessary to verify the results of routine service activities; and
  2. Prescribed by the regulations, codes, or standards that apply to the approved design.

Baseline data can include a range of documents such as building approvals, commissioning records, approved designs, as-built drawings, equipment data sheets, technical data sheets, product tests, compliance certificates, operating and maintenance manuals, and equipment schedules.

However, it’s important to note that not all of this information is required under AS 1851-2012.
