Earlier this year, Zoe joined Credwell as a Senior Building Surveyor, bringing with her a wealth of experience on a variety of small to large scale class 2-9 projects.

Joined by prominent industry leaders, the Minister for Better Regulation and Innovation, Hon. Kevin Anderson MP and NSW Building Commissioner, David Chandler OAM, Zoe brought to the discussion the benefits of the new legislation from the point of view of a Building Certifier.
“The event highlighted the impacts that the new building legislation, such as the Design and Building Practitioners Act, is having on the industry. The legislation requires a greater level of detailed design to be declared and submitted upfront before a Construction Certificate is issued and works can commence on site. This has caused delays to a large number of projects across NSW, but we believe it will produce positive change” noted Zoe.
Based on comments made during the event, it is evident that some industry professionals are choosing to blame Building Certifiers for the multitude of building defects that lead to the legislation changes, outlining that the certifiers should inspect 100% of the building, or perhaps private certification should be shut down altogether.
Building Certifiers are not responsible for poor workmanship. Equally, Building Certifiers are not responsible for poor design. It appears that some in the industry still believe that Building Certifiers are experts in every element that makes up a building, including Structural Engineering, Civil Engineering, Electrical Engineering Mechanical Engineering, Hydraulic Engineering, Fire Services Design, Façade Engineering… the list goes on. Designers and contractors need to be more accountable for the work they are undertaking, which is the purpose of the Design and Building Practitioners Act. That said, designers can, and should, rely on specialty industry consultants where required.

Our services provide an extra layer of quality insurance which will reduce building defects at Occupation Certificate stage, and post occupation.
